Volunteers needed

Every household in Needham should have received a copy the Community Network Edition of the Needham Link. We have a list of volunteers but really do need more. So, if you are in a position to help the more vulnerable in the village please contact needhamlink@gmail.com Thank you to those people who have already registered - it's much appreciated.

Needham Parish Council

The Parish Council is extremely concerned for the welfare of vulnerable members of our community in self-isolation during the coronavirus emergency that may not have access to help from friends or family.  Acknowledging the potential seriousness of the current situation the Parish Council has agreed on the following course of action:

·      As a first line of defence The Parish Council requests that residents of Needham who are fit and well look to the welfare of any possibly vulnerable neighbours who may not have support from their own families. A card is included in this edition that you can put through the letterboxes of your neighbours.  If people are able to shop or collect prescription medicines for their neighbours, could they do so, please.

·       Secondly, the Parish Clerk has generously offered to act as a clearing house for requests for help.  If you are a vulnerable person who is without support from your own family or neighbours and therefore are in danger of having no access to prescription medication or basic shopping please contact the Parish Council through the Parish Clerk, Mr Philip Freeman on 01379 783203 or 07958 623897 or on philip.c.freeman@btinternet.com. In such cases the Parish Council will endeavour to mobilise a community volunteer to assist you. Please note that such volunteers will only be able to shop for basic supplies (subject to availability) and/or take and collect prescriptions to local health centres.  

·       If you are able to help create a network of volunteers and we can pass on your details, please then let me know.

Please note though that the Parish Council as a body has limited resources, no medical training and no specialist equipment. In addition to this a number of councillors fall into vulnerable groups or work full time.  In line with government guidelines Parish Council meetings are currently suspended.

It’s certainly been a wet & wild winter with visitations from Ciara and Dennis, and who knows who will visit us next? However, apart from localised flooding we have been spared the worst of the storms, especially compared with other parts of the country.

With the spring to look forward to I’ve included the Mad March Hare on the cover and I understand that Norfolk has the greatest concentration of hares in the country!

There are some major developments in the village which include the roll-out of County Broadband’s new hyper-fast fibre infrastructure which will make a major difference to upload and download speeds in Needham. The other important development is the Community Environment Initiative which will benefit all residents of the Village – we all have a chance to show our commitment by joining the great Needham Litter Pick on 14th March (see back cover).

We eagerly await the grand opening of Needham Nook which is the culmination of all the work of our dedicated local volunteers.

Needham Parish Council

A new burial ground for Needham
The graveyard at St Peter’s church is now very nearly full to capacity and in the very near future it will be closed to any further burials. If there are to be burials in Needham in the future then an extension to the graveyard will be needed. For this to happen it has been suggested it should be a Community Burial Ground. This would be owned and managed by the Parish Council on behalf of the village. It would be open for burials to those of any or no faiths.
Managing a Community Burial Ground is complex and would place significant obligations on the Parish Council. There would also be maintenance costs. The Parish Council will discuss this at the next meeting to be held on Monday 23rd March at 7.30pm in the annex to the Village Hall. If you have a view on whether Needham should continue to have a burial ground you are welcome to attend when you will have the opportunity to express your views.

Dog bins
The Parish Council has re-instated the dog bin at the top of Burnt House Lane at the junction with Mather Lane to replace the bin that was lost to vandalism. Also, a bin has been relocated to the entrance of the Loke. Our thanks to Chris Nicholson for doing this.
If you are a dog walker please make sure you take advantage of the bins which the Parish Council pay to have emptied. Whatever you do please do not leave full bags on the verge, this is the worst possible outcome.

Community Environment Initiative


Needham Parish Council has set up a sub-group to promote and support our community in dealing with environmental and well-being matters.

Although this is a huge area, the key issues identified are to increase bio-diversity through planting and bird boxes etc, reduce pollution particularly of the Waveney, address road drainage problems, improve public transport, provide useful advice.

Our first actions are:

1) Organising litter picking (see details elsewhere in this Link)
2) Finding a site for a community woodland and making preparations 
3) Planting bee-friendly wild flowers along verges and establishing Roadside Nature Reserves

4) Parish Council to press for drainage issues to be dealt with
5) Pressing for high levels of environmental sustainability measures in all new buildings

The large ash tree at the bottom of the churchyard came down in the gales and we are waiting to have it cut up and removed (see below).
We have a PCC meeting on March 11th at 7.30 in the Annex of the Village Hall and hopefully there will be a report for the next edition of the Link


In 1873 the trustees of the Town Lands Charity legally transferred the ownership of the land immediately to the west of the church to be used as the site of a brand new ‘National’ primary school for the village. Thecompleted building, which included accommodation for the head teacher, cost over £550 and opened to admit its first 24 pupils on Monday 12th Jan 1874 – just the next day a very blunt entry states: children all very ignorant.”

As we can see from the first 3 pages of the School Report Book covering the opening term there were a fair few challenges – the main one being attendance, which appears to have grown very gradually to around 60 over 5 months. A monitor from Weybread School was supposed to assist in the mornings but was constantly reported as absent. Despite regular visits from the local clergy the results of various examinations were repeatedly described as “unsatisfactory”. By 14th May 1875 the book states that “average attendance low (35), several boys absent working in fields”, other reasons for poor turnout included illness and bad weather.

Throughout the rest of the 19th century, particularly in agricultural areas, there was an ongoing battle between the authorities and poor families who repeatedly kept children away from school when they were desperately needed for working in the fields, at harvest time, or for doing essential household chores due to parental illness. Numerous newspaper reports of cases in front of local Magistrates relate to parents being fined for “neglecting to send their children to school.” By the early Edwardian period special ‘Attendance Certificates’ were being awarded to encourage children not to miss school - like those belonging to young Sidney Spinlove who also appears in the 1911 school photo. The first Head Mistress appears to have thrown in the towel after two years, as Rev Fitzgerald was already advertising for a replacement in October 1875. By 1883 average attendance was still around 30, but in 1900 Needham School was expanded at the cost of £134 to accommodate up to 120 pupils. In 1902 it was required to complete a survey for the new bosses at Norfolk County Council and the average attendance was now reported to be a very creditable 79 out of 99 places. The plan of the school set up and an inventory of its contents and staff was included. (See p.8)
However, by 1959 pupil numbers had plummeted to a mere 17 children, and the school was finally closed.

Hyperfast Full-Fibre Broadband

Needham – Hyperfast full-fibre update from County Broadband


Following a fantastic uptake of our new Hyperfast full-fibre
broadband service in the village, we are now formally
announcing our intentions to start building the future-ready
network in Needham. This is part of a major project being funded by a private £46 million investment which will aim to offer full-fibre broadband to 20,000 homes by the end of 2020.

County Broadband engineers will shortly be in the village conducting surveys and design work, ahead of a construction project which will enable homes to receive a connection. It is estimated that designing, planning and building the network and connecting customers will take about nine months and we will aim to provide communications updates as we progress with our project.
As we build our new network in the village, we will aim to connect all homes and businesses who have pre-ordered a connection. Because this is a community project, we will offer facilities, like village halls, a free 300mbps full-fibre broadband service and installation, free of charge, to benefit the village and its residents.
Whilst we are undertaking our planning, design and build works, we will continue to offer a free standard connection opportunity worth £225* to everyone living in the village, in case you decide you’d like to get connected to future-ready broadband. This opportunity will close once we have finished building the network. After this point, when you need to access Hyperfast fibre broadband in the future, you’ll need to pay a connection fee.
